Bureau of Democracy, Human Rights and Labor Request for Statements of Interest: The Global Equality Fund: Programs to Protect the Human Rights of Lesbian, Gay, Bisexual, and Transgender (LGBT) Persons

SUMMARY

The Global Equality Fund, managed by the Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Statements of Interest (SOIs) from civil society to protect the human rights of LGBT people. Launched in December 2011, the Global Equality Fund aims to support the work of civil society organizations working to protect and advance the human rights of LGBT persons globally. Partners of the Global Equality Fund include the governments of Denmark, Finland, France, Germany, Iceland, the Netherlands, Norway, and Sweden as well as the Arcus Foundation, the John D. Evans Foundation, LLH: the Norwegian LGBT Organization, the M∙A∙C AIDS Fund, Deloitte, and USAID.

This solicitation is the first step in a two-part process. After reviewing SOIs, selected organizations will be invited to expand their ideas into full proposals at a later date. The intention of requesting SOIs first is to provide organizations with time to focus on submitting creative and new ideas to address human rights challenges facing LGBT persons and their advocates.

The Global Equality Fund is part of DRL's broader initiative to support at-risk and vulnerable populations, including women, people with disabilities, racial and ethnic minorities, and religious minorities.

PLEASE NOTE: DRL strongly urges applicants to immediately access www.grants.gov or www.grantsolutions.gov in order to obtain a username and password. It may take up to a week to register with grants.gov. Please see the section entitled, "DEADLINE AND SUBMISSION INSTRUCTIONS" below for specific instructions.

REQUESTED STATEMENT OF INTEREST PROGRAM OBJECTIVES

The Global Equality Fund seeks to support programming ideas that will have a direct and lasting impact by promoting reforms and structural changes that take advantage of changing social and political dynamics.

The Fund invites organizations to submit Statements of Interest (SOIs) outlining program concepts and organizational capacity to manage programs that will protect and advance the human rights of LGBT persons. Statements of interests could focus on areas including, but not limited to:

Strengthening Legal Protection: Objectives may include, but are not limited to, law and/or judicial system reform that enables LGBT persons to exercise their universal human rights; increased legal assistance for LGBT persons; equitable legal gender recognition for transgender persons; and strategic and positive engagement from regional and international human rights mechanisms.

Protection from violence, including sexual violence and hate crime, and combating impunity: Objectives may include, but are not limited to, increased capacity to document violence targeting LGBT persons as well as investigation processes (or lack thereof); increased and proactive engagement from national authorities, including police and other law enforcement agencies, to prevent, mitigate, or respond to violence; increased protection, safety and support for LGBT persons and their advocates at-risk of violence or who have experienced violence; and establishment of or support to broad-based advocacy coalitions. Statements that address the specific needs of transgender persons, lesbians, and others who are particularly marginalized by violence are strongly encouraged.

Organizational Development and Capacity: Objectives may include, but are not limited to, increased capacity of local or regional organizations to develop and implement strategic plans, work plans, budgets, communication strategies, risk assessments, security plans and increased capacity of organizations to mobilize community members and build constituencies.

Combating societal discrimination and negative social attitudes: Objectives may include, but are not limited to, respectful media (new and traditional) reporting to increase awareness of LGBT persons and their human rights; increased acceptance and tolerance of LGBT persons from family members, employers and broader society; and positive action and engagement from faith communities in support of LGBT persons and their human rights.

Other objectives which support the broad goals reflected above may also be considered.

Organizations are welcome to either submit SOIs that include a range of objectives from those listed above or submit SOIs that focus exclusively on one objective area. As appropriate and relevant, SOIs are encouraged to include provisions on how they will develop institutional responses to security incidents and protection of staff and LGBT community members as activities are implemented.

SOIs from all geographic regions are welcome. When assessing the geographic and thematic scope of SOIs, organizations are strongly encouraged to consider where they have demonstrated expertise and existing relationships with local partners. SOIs that take advantage of existing opportunities for change in national contexts or respond to acute human rights violations or human rights backsliding are also encouraged.

Approximately $3 million in funds are available for programs of the Global Equality Fund, pending funding availability. To support direct and indirect costs required for implementation, DRL anticipates making award amounts of $100,000-$500,000.

TECHNICAL REQUIREMENTS

An organization may submit no more than four (4) SOIs of two (2) pages each. SOIs that do not meet the requirements of the announcement may not be considered.

For all application documents, please ensure that:

1) All pages are numbered,

2) All documents are formatted to 8 ½ x 11 paper, and

3) All Microsoft Word documents are single-spaced, 12-point Times New Roman font, and with 1-inch margins.

SOIs must include:

1) Brief description of the organization, including the organization's mission statement and previous work advancing the human rights of LGBT persons. Due to page limitations, a general organizational history is not recommended. Information should clearly demonstrate an institution's record and capacity and may include previous grant management experience, whether funded through private or United States Government resources.

2) Description of how the project supports DRL's policy priorities and how the project is innovative, sustainable, and does not duplicate current efforts.

3) Project description, including project duration and objectives. Outputs and outcomes should also be provided. Outputs and outcomes should clearly link to project objectives and include target benchmarks.

4) Brief statement on the methodology to be used in the project evaluation.

5) An estimated budget figure. The budget should include intended Primarily Headquarters-Based Costs, Primarily-Field Based Costs, Indirect Costs, and Cost-Share. Please note that while a detailed budget is not requested at this time, organizations invited to submit full proposals must not exceed the estimated SOI budget figure.

All organizations must be registered on either www.grants.gov or www.grantsolutions.gov. Organizations that currently do not have a DUNS number or active CCR registration can still register on grantsolutions by:

1. On the grantsolutions homepage, click on "Login to GrantSolutions" on the upper right of the screen

2. On the login page, click "Register" under "First Time Users"

3. On the next page, click on "Continue the GrantSolutions registration process without a DUNS number".

All organization should be aware that if invited to submit a full proposal, all organizations must have an active DUNS and CCR registration. All organizations are strongly encouraged to begin this process of obtaining a DUNS number and an active CCR registration.

Organizations must also fill out and submit SF-424 and SF-424B forms as directed on www.grants.gov or www.grantsolutions.gov.

APPLICANT/ORGANIZATION CRITERIA

Organizations submitting SOIs must meet the following criteria:

* Be a non-profit organization or an international organization; or

* Be a university or research institution; or

*Be a for-profit organization or business, although there are restrictions on payment of fees and/or profits to the prime recipient under grants and cooperative agreements.

* Have demonstrated experience administering successful projects, preferably targeting the requested country and/or region, or a similarly challenging program environment. DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal grant awards. These applicants may be subject to limited funding on a pilot basis.

* Have existing, or the capacity to develop, active partnerships with in-country entities and relevant stakeholders including industry and non-governmental organizations.

* Organizations may form consortia and submit a combined SOI. However, one organization should be designated as the lead applicant.

REVIEW PROCESS

DRL and Partners of the Global Equality Fund will review all SOIs for eligibility. Eligible SOIs will be subject to compliance of Federal and Bureau regulations and guidelines and may also be reviewed by the Office of the Legal Adviser or by other Department elements. Final technical authority for assistance awards resides with the Department's Grants Division.

DRL and Partners of the Global Equality Fund will solicit for full proposals based on an evaluation of how the SOI meets the solicitation review criteria. A State Department Review Committee will evaluate proposals submitted under this request. Applicants should be aware that Partners of the Global Equality Fund, which include USAID, like-minded governments and foundations listed above, may participate in the proposal review process. Standard review criteria include:

1) Quality of Program Idea

SOIs should be responsive to the solicitation and appropriate in the country/regional context, and should exhibit originality, substance, precision, and relevance to the Bureau's mission of promoting human rights and democracy. The bureau prioritizes innovative, stand-alone programs. In countries where similar activities are already taking place, an explanation should be provided as to how new activities will not duplicate or merely add to existing activities.

2) Program Planning/Ability to Achieve Objectives

A strong SOI will include a clear articulation of how the proposed program activities contribute to the overall program objectives and demonstrate substantive undertakings and the logistical capacity of the organization. Objectives should be ambitious, yet measurable and achievable. SOIs should address how the program will engage relevant stakeholders and should demonstrate an institutional record of successful democracy and human rights programs within the context of the proposed program.

3) Multiplier Effect/Sustainability

SOIs should clearly delineate how elements of the program will have a multiplier effect and be sustainable beyond the life of the grant. A good multiplier effect will have an impact beyond the direct beneficiaries of the grant (e.g. participants trained under a grant go on to train other people, workshop participants use skills from a workshop to address local concerns that are relevant to a wider national audience). A strong sustainability plan may include demonstrating continuing impact beyond the life of a project or garnering other donor support after DRL funding ceases.

Applicants must submit SOIs using wwwgrants.gov or www.grantsolutions.gov by 11:30 p.m. Eastern Standard Time (EST) on Friday, January 10, 2014. DRL will not accept SOIs submitted via email, the U.S. postal system, FedEx, UPS and similar delivery companies, or courier. Faxed documents will not be accepted at any time.

No exceptions will be made for organizations that have not completed the necessary steps to post applications on www.grants.gov or www.grantsolutions.gov.

小道消息还是不足为信好,联席会议要卖早就应该被卖了。

不过对常坤提出的问题,我还是觉得有必要探讨一下。

NED年度对联席会议所有资金支持额度大约在30万元人民币左右,这还包括评估顾问的费用。

从筹资角度讲,联席会议要拿项目支持,基本上只有国外的资金,可以考虑;国内的钱很难申请。

比如说,2014年政府购买民间组织的服务,联席会议不会被国家注册的,那么想拿国家级的艾滋病项目经费,是不可能的。联席会议是一个松散的联盟协作机制,有100多个成员组织,接受NED资金支持后,它的敏感性造成了其参与国内艾滋病项目的资金几乎不可能。买家想要买联席会议拿国内项目的资金筹款这一渠道就不可行。

从组织构成讲,联席会议有章程,有理事会,有秘书处,有成员组织,有项目资助方,卖掉联席会议不是一个组织说能卖就能卖的,它会有很多复杂程序,涉及到很多方方面面的事情,而且联席会议不可能是一个组织或者一个机构能够控制的,它的理事产生于不同的类别。

从项目资金支持看,秘书处承接了项目资金,大约30多万费用,每年年会都要为秘书处争夺而产生很多纷争,这是利益所在的关键。如果买家想买联席会议,退一万步讲,要从非联席会议成员进入到联席会议中来,还有等上一年才有资格竞选秘书处,拿到秘书处后相当于争取了一个大约30万项目的资金支持,而且里外里还要服务于联席会议。它直接买联席会议根本拿不到钱,而且联席会议章程中也绝对买卖一说。

 

如果还原小道消息中讲,传说中的M某想买联席会议,那肯定不符合它的性格和利益。如果说M某对联席会议有什么目的,我觉得成就感和影响力,以及联席会议联盟的协作机制创造的安全环境符合M某的核心利益价值观。联席会议是一个比较敏感的机制,经常受制于国保的监控,如果政府一直盯着联席会议,对于其他联盟来说,工作环境和安全环境相比联席会议的压力能小很多,如果联席会议能够顶住压力,其他的联盟协作机制压力相对会减少一些。保护联席会议的稳定,也符合其他联盟的利益需求。其次,对联席会议发展给予一定的支持,增加M某的声誉和名望,以前W某在联席会议的影响力很大,后来离开了联席会议,现在M某来对联席会议进行支持和资助,他的成就感会有多少呢?他的心理又会有多少满足呢?

 

由此可见,对于一些大机构联盟的NGO来说,不会对联席会议的钱而感兴趣,更不会存在买卖联席会议之说。一些所谓小道消息,一些所谓流言,恰恰是在中伤联席会议,不足为信。

小道还有评估联席会议品牌价值30~50万,要卖了。虽然我们退出了联席会议,但作为发起人之一,我还是很关心谁买谁卖哈哈。 常坤

大家参加联席会议也不是一天两天了,有些乱局可以理解,毕竟都是在经历一个民主训练的过程,但有些乱局,真的要承担责任,不断反思。

在不危及生命安全的前提下,程序正义永远比实体正义更重要。任何程序上的问题,都应该得到纠正。为了效率去牺牲程序公正,会出现很多的问题。

4、因为王立新一下不走了,我想联席会议也不应就这样草草收场,总得有个产出,是我提议王立新先把理事会选出来,是王立新安排了各部类临时负责人分工选理事的,我只是分到了MSM部类负责,因为情况紧接,在这种情况下难免会有人来不及参与,大家都应该体谅。从理事的选举和轮值主席的选举,王立新都一直在场,而且是王立新负责血友病理事的选举。
5、从理论上来说,如果报名秘书处,你就放弃了理事或监事的资格了,哪怕你过去是,但再在不是了。当然明年还可以报名监理会,但记住,报了监事会就不能再报秘书处了,这是章程规定的。
6、最后再声明一下,理事会是大家委托我主持的,王立新也在场,是我们邀请王泳和当时在场的监事会成员苗玉龙参加理事会会议的,而不象小报所说王泳召集的个别理事参加的。
7、能过这件事情,希望监事会不要被人利用,要珍惜监事会的名誉呀!

     监事会于20131228日晚上20:00召开了会议,决定公布2013年联席会议武汉年会的真实情况。

     20131227日下午参加此次会议的人员组织陆续到达会场,此次参加年会的组织为51家组织。晚上00:30理事会的李喜阁、王龙、何胜楠、陆风、大博、申智奇;秘书处王立新、王宝义;监事会冯松;替补秘书处何明;成员代表;王晓东、孔令坤;邀请人员孟林,一起召开了理事会,讨论此次会议遇到的特殊情况;王宝义与木头下午被武汉公安带走,及此次会议受到公安严重干扰,导致年会无法顺利召开,理事会决议如下:为保证参加会议人员的人身安全,理事会决定会议取消,理事会决定由王龙、冯松、何明三人行驶会务之职安排大家退房回家事宜。于次日早晨吃早饭时王立新通知大家改签车票,离开武汉。

28日凌晨1:30王龙叫王立新给部分理事的房间打电话通知他们早晨7:30成员组织在宾馆餐厅吃早饭后召开各部类的理事选举。

28日上午830在一部分参加会议的组织没有在场的情况下,由个别理事与成员召集一部分成员组织,进行各个部类的选举,特别以综合类别为代表,参加此次综合类别选举只有8个组织(而当时有好几个其他的综合类别组织成员在会议宾馆却未能参加选举)选举产生4位理事(其中,北京无国界爱心孔令坤在没有被选举资格的情况下被成功当选),其中有三个MSM类别的组织也乘乱进入了综合类别进行了选举,而且成功当选为理事。

28日下午14:00由香港中文大学的王泳召集了个别理事与几个成员组织进行讨论了新秘书处换届事宜,16:55由大博打通了报名参加秘书处选举的冯松电话,以"理事会"的决定通知其到某一地点参加秘书处的选举,当冯松质疑由哪些理事做出的决定,大博却以此决定为理事会的"绝密"决定不可以泄露为由拒绝,冯松当场电话中拒绝了通知。17:05陆风再次电话通知冯松,要其马上到某一地点进行新秘书处的选举,也被冯松拒绝。17:25陆风发手机短信告知冯松,如30分钟后不回复是否参加选举与赶到会场,将失去秘书处的选举资格。

以上情况皆为监事会成员所见所闻,特进行集中收集如实阐述。告知所有成员组织会议真实情况。

我从来不怀疑任何人的功劳或者苦劳,我只是不明白,王立新为何在质疑声不绝的时候还坚持发布公告?交班责任重大,但交好班比交班更重要!

我看了通报,至今还没明白:会议议程、时间和地点安排通知到每一个人了吗?参会人员确实过半了,但为何不是全部?缺席的原因是缺席者个人原因还是临时调整导致没通知到位,或者没给足够的时间让大家赶到会场?

这些都是细节,如果没有人抱怨,也就过去了。但现在有人抱怨了,决策者不该真诚地向当事人解释清楚,还一幅逆风而行的态度吗?

    这次会议有38个成员组织代表参与理事会各类别的选举,而且列出了所有选举人和被选举人的名单,这一证据相当有说服力。

 

    根据联席会议基本框架之规定,38个成员组织的数量超过了武汉会议报到数量的一半,理事会类别选举结果即可认为有效,不容置疑。

这样一种逻辑推理:成员报到数大于成员数的一半,参与投票的成员数大于成员报到数的一半,这些都是完全符合联席会议基本框架的基本内容。成员组织用投票的方式表示了年会的支持,对年会产出的支持,对联席会议负责的态度,多数成员组织的投票行为即表示对联席会议民主的肯定。

 

     秘书长王立新在大是大非面前,做出了意义非凡的决定,他是一个非常英明的秘书长,向他表示敬意。

 

     联席会议的根本利益:保持联席会议的团结,保证联席会议的稳定,保持联席会议能够正常的工作,这才是大家所要维系的。这一理念我相信大多数成员组织应该认同。当前所迫切的问题是新老秘书处能够正常交接,让联席会议回到各种正常的轨道中来。

 

     维护联席会议之根本目的,相信是广大成员组织的共同目的。破坏联席会议的基本秩序,破坏联席会议的团结氛围,这些做法是不得人心,更是对民主的践踏。

关于2013'成员大会受到部分干扰问题的通报

 

各成员组织:

本届联席会议成员大会于20131228日在武汉召开。大会期间因为受到当地警方的干扰,大会受到了一定的冲击。为了让联席会议顺利完成换届选举,一些成员代表积极行动,保护联席会议大会选举议程的推进。让某些企图干扰联席会议换届选举、破坏联席会议稳定与发展的行为没有得逞。

武汉大会期间,2013年下半年度轮值主席李喜阁、2013年度秘书长王立新,以及王龙、大博、陆风、苗玉龙等部分理事、监事和成员组织们做出了卓越的贡献。在他们的共同努力下,本届成员大会以机制果敢的应对方式完成了理事会选举的必要议程。通过分部类选举的方式,本届大会最后选出了2014年度理事会成员。保证了联席会议未来一年能够可持续地开展工作和应对新的挑战。

为了让广大成员组织,更加深入地了解本届年会过程的全貌。现将本届武汉大会期间所发生的事情和工作推进的过程,以时间表回顾的方式予以介绍并公开披露,并针对部分成员组织的疑问进行补充说明。

一、基本信息

时间:20131228日星期六上午730

地点:湖北省武汉市怡佳商务酒店

参会人员:联席会议成员机构代表51家组织

邀请嘉宾:王泳(香港中文大学/联席会议资助方特派观察员)、孟林(外部合作机构:CAP+秘书长)

 

二、大会期间关键问题的说明

   (一)关于选举工作是如何确定并实施的?

1228大会选举正式开始以前,理事会在没有直接和警方沟通的情况下,从未做出过立刻解散大会,停止选举的决定。

大会选举工作是在2013下半年度轮值主席李喜阁、2013年度秘书长王立新、理事王龙等成员,在酒店三层根据时间情况和与警方沟通的情况,机智果敢地推动选举工作开展的。选举工作得到了各部类广大成员组织的积极响应和支持参与。

1227晚,根据王宝义交代的情况,虽然有部分人员建议自行主动解散大会,但只是个别成员的想法。更多成员表示要积极争取,并探讨如何通过变通方式保证开会。同时,秘书长王立新等成员坚持在289点再亲自与警方进行直接的交涉。28日早7:30分,王立新召集各成员在餐厅聚餐,向成员说明了:

1.   大会受到干扰,与大会培训的相关日程取消,成员可以提前改签车票,但28日晚仍然可以在会场酒店住宿;

2.   九点钟王立新还会亲自与警方接触了解情况并沟通协调,待沟通协调后再做决定。

现场成员组织,都希望别白来一次武汉,至少把最重要的选举议程通过变通方式完成。鉴于警方还未到达酒店,王立新、李喜阁、王龙等成员一起决定通过分部类选举方式推选理事会。从而可以避免聚众召开大会的影响。

警方到达酒店后,王立新、孔明亮出面与警方积极协调,争取到了秘书长王立新不需要立刻离开酒店的机会,可以主持完成上午成员选举的各项工作协调,再于中午离开。

就此信息,各部类成员更积极推进分部类选举。统一在秘书处领取了会议资料,分头通知成员组织选举。

 

(二)各部类选举的具体情况

    根据2013年度秘书处表示的51家邀约机构中,有38家在现场参与了各部类理事选举。李喜阁、王立新、王龙、窦永胜、陆风、大博、申智奇等2013年度理事会、秘书处成员,均参加了选举工作的推动。

1.感染者类别理事选举情况:

时间:20131228日上午820-9:20

地点:武昌怡佳商务酒店330房间

人员:感染者部类12人参加选举

选票:8人投票,3人弃权

议程:选举感染者部类替补理事

过程:李喜阁唱票、李阳监票,

选举结果:5票选举杜光辉,3票选举李也;根据选票比例,杜光辉当选新的感染者部类替补理事。

说明:感染者部类理事河南康乐家李喜阁、河北红蜡烛申智奇,因为还有1年任期,继续担任2014年度感染者部类理事。

 

2.血友病类别理事选举情况:

时间:20131228日上午9点左右。

地点;武昌怡佳商务酒店403房间

人员:共4人,王立新、王光、孙鲁庆、祝爱花

经过:上午9点左右,在三层餐厅获得统一通知,分部类选举后。我们部类成员一起来到403房间,秘书长王立新让成员将各种资料先领发下去,随后我们部类王光和孙鲁庆表示愿意参加理事竞选。通过投票,大家同意确定王光为正式理事,孙鲁庆为后补理事。

 

3.综合类别理事选举情况:

时间:20131228日上午915开始。

地点:武昌怡佳商务酒店305房间。

人员:共9人现场参加选举议程。5人报名参选,选出3名理事,1名替补理事。

人员名单:天津蓝蓝、马奇、孔明亮、何胜楠、史惠祥、大博、张雨奇、陆风、金伯先。

经过:通过两轮选举,蓝蓝、孔明亮高票当选。第二轮投票,最后一个理事名额在史惠祥和大博之间产生。最后史惠祥当选,大博为替补理事。

选举由陆风唱票、何胜楠公开计票,金伯先、张玉奇监票。

 说明:1)陆风的理事资格还有1年任期,所以空余3个理事名额和1个替补理事名额。

2)对于部分成员质疑某机构代表的参选资格。经查,联席会议理事会从未作出过任何暂停该成员身份的决定,遂认定其成员身份有效,可以参加选举。

  3)驻马店天中同心工作组史惠祥从加入联席会议起,就在综合部类。并且在2012年深圳大会就以综合部类身份参加了当年大会综合部类的选举。因此今年2013武汉大会,史惠祥仍然被列入综合部类。

 

4.同志类别理事选举情况:

时间:20131228日上午910开始。

地点:武昌怡佳商务酒店330房间。

人员:13人参与了同志类别选举

人员名单:王龙、窦永胜、侬志军、何明、木头、王爽、爽爽、肖思、子林、王晓东、崔井中、张然、胡春赞

经过:本次选举采用不记名方式,共有3位候选人参选,分别以王龙(12票)木头(8票)窦永胜(6票)。选举由木头进行过程记录、王晓东唱票、子林记票。

结果:选举王龙、木头为正式理事、窦永胜为替补理事。

说明:选举过程中,窦永胜有过"不用选举,他直接担任替补理事"的表态,但大家一致认为还是按照程序进行。

 

(三)关于秘书长的产生问题

 因为,大会受到干扰,只进行了部类理事的选举工作。没有能够在全员大会上选举秘书处。

 因此,为了保证联席会议可持续运营,新一届理事会召开会议讨论,按照《章程》第七条第二款的规定,"理事会有权选举和罢免轮值主席以及秘书长"。因此,理事会决定,由理事会选举出新一届联席会议的秘书长,直到下一次成员大会召开时再选举出新的秘书处为止。

 12月28下午理事会通过邀约秘书长候选人的方式,组织秘书长选举。其中冯松通过电话沟通和短信方式表达不认可,拒绝到会参加秘书长竞选。最后,何胜楠按照通知要求到达,理事会对到场的候选人进行评估。通过竞选陈述、质询、投票等环节,产生了秘书长人选。

 

(四)关于年会被武汉警方干扰的问题

  12月27下午5点左右,联席会议秘书王宝义、湖南同爱机构木头两名成员被当地便衣警察秘密带到武汉市洪山区左道全派出所进行问询,时间长达6个多小时。并且要求王宝义签写保证书,并带话说此次会议"必须取消,所有参会人员必须尽快撤离,并要求李喜阁、王立新、王宝义3名成员必须在28日上午9点离开武汉,否则就要承担后果"。但所有这些要求都没有警方人员出具正式的书面说明和解释。

  次日,王立新、孔明亮等人与警方交涉,他们身穿便衣,拒绝出示相关证件。但态度较为缓和,只先遣送李喜阁、王宝义,王立新可以留到中午后再离开。其他成员只要不聚众开大会即可。因此大部分参会成员28日都可以住在酒店,甚至29日离开由个人决定。

  针对警方这一态度,联席会议核心成员,采用变通方式组织了各部类分组选举的工作。

 

  (五)关于窦永胜对蓝蓝侮辱、人身攻击问题的解释

  12月28,各部类选出的理事聚在酒店330房间,同时还有部分监事会成员和其他成员机构代表。秘书长王立新组织讨论新理事会产生后,后续轮值主席选举和联席会议下一步工作问题。

  期间,窦永胜来到房间后,对在场新一届理事会表示不满。并表示"希望大家把这次开会当成来旅游",同时质疑各部类选举,还说"不和你们这些驴在一起开会"。

  蓝蓝对窦永胜的说法表示不满,随后两人便开始争吵。窦永胜对蓝蓝所代表的性工作者权益工作进行了侮辱,言语污秽、严重歧视性工作者代表权益。并且,还企图动手打人,被在场成员拉开。随后,窦永胜将双脚上的皮鞋飞出,扰乱了现场会议。王立新提议更换开会场地,到旁边餐厅包间继续进行后续的议程。

 

三、大会期间具体工作回顾

(一)1227日报到日

武汉警方带走王宝义、木头两位成员。

1.        下午17点多,武汉警方到大会驻地带走秘书处员工王宝义和湖南同爱网络协作机制代表木头。

2.        晚上22点,2013届部分理事和监事,针对王宝义、木头被带走一事,在宾馆330房间讨论应对方案。河北张家口MSM同盟代表窦永胜等部分理事表示,情况不明朗,建议本次大会不开了,大家尽快离开武汉。

另有王龙、大博、何胜楠、陆风等理事表示,希望寻找变通方法,年会聚一次不宜希望能够保证会议能召开。

最后大家表示,先等王宝义、木头返回后再议。

3.        晚上23点左右,王宝义和木头安全返回到酒店。

4.        晚上2340分,一些关切大会举行的成员,再聚330房间了解王宝义被带走具体情况,并讨论应对对策。

李喜阁、王龙、何胜楠、陆风、大博、申智奇等理事;以及秘书长王立新、秘书王宝义;监事会冯松、孔明亮;替补秘书处何明;成员代表王晓东等人在场。

王宝义介绍武汉警方计划28日早晨九点,要把李喜阁、王宝义、王立新送到火车站遣返原籍。并且表示,自己写了保证书,能够劝说大家取消本次会议。

现场形成两种声音,其一是王宝义、窦永胜、何明等人员建议为了安全起见取消本届大会,大家各自返回。

其二是秘书长王立新表示,因为轮值主席李喜阁和秘书长王立新本人都没有直接和警方进行交涉沟通。秘书长王立新、轮值主席李喜阁、理事何胜楠、王龙、大博,监事孔明亮等,建议明天早晨9点再积极与警方沟通,争取时间和机会。

最后大家决定两套方案:

第一、秘书长王立新授权王龙作为大会善后负责人,并与何明、冯松一起组成大会善后小组,一旦秘书长王立新被带走,可以由善后小组负责支付房费等大会经费结算。

第二、由秘书长王立新于28日早晨730负责召集所有成员,在餐厅向各成员说明目前大会遇到的警方干扰。

秘书长王立新表示希望在289点警方到来时,亲自去与警方进行交涉;同时,陆风等成员建议北京无国界爱心机构负责人孔明亮可以利用被总理接见过的身份协助与警方沟通。

 

(二)1228日大会选举日

1,上午730分,参会成员到达餐厅共同吃早餐,王立新告知大家会议遇到警方干扰,并表示9点还会和警方做最后交涉。

但年会后续的培训日程已取消,各成员组织可以提前改签车票。如果不方便及时改签的成员,28日、29日晚还可以住在酒店。

现场听到消息的部分成员表示,希望能够采取积极变通方法保证年会召开。

因为,在警方没到前还有很多时间,现场理事和成员建议,可以利用警方没有到来的时间,把最重要的理事会选举环节,通过各部类内部选举方式,分组推选出理事会。

2,上午800分:大家分头打电话给各个房间,告知没有到达三楼餐厅的成员赶紧聚集,商讨特殊时期,推动大会重要选举议程的完成。  

3,上午830各部类开始分头组织集合成员,准备分部类选举。

4,上午850分:警方3人到达酒店,王立新、孔明亮积极与警方交涉。

交涉的结果是:

警方同意给出半天时间,用来跟大家解释情况,但建议最好不要采取统一聚在会议室的方式。同时,警方允许秘书长王立新,等到当日中午过后再离开武汉。但王宝义和李喜阁必须9点离开。其他成员机构只要不聚在大会议室,每个人具体什么时候离开酒店,警方不做干涉。

在沟通期间,孔明亮、何胜楠等人要求警方出示证件,现场3名警察均予以了回避。但是通过积极交涉,他们态度并没有过于强硬,只是希望配合警方将重点人员遣返,其他人员不要聚众即可。

5,上午830分,各部类统一领取大会资料分头组织选举。

针对王立新、孔明亮与警方交涉的结果。王立新、李喜阁、王龙,以及其他理事通知各部类到403房间领取大会文件,并分头召集各部类成员开展部类选举。

403房间,由秘书长王立新组织人员分发资料,各部类统一领取选举资料。(分组选举情况,见下文详细说明)

6,上午900-1000,各部类展开选举。

期间李喜阁参加完本部类选举后,与王宝义一同被带离酒店。

7,上午10:00左右,各部类将选举结果统一到三层餐厅,交给秘书长王立新,王龙等人在一旁见证。

8,上午1030分,王立新、新当选理事在330房间聚会,同时还有部分监事在场。准备讨论理事会成立后,推选轮值主席和秘书处事宜。

9,上午1040分,窦永胜不满选举结果,在330房间与天津蓝蓝女士发生争吵。

10,上午1100,王立新提议为防止警方骚扰和敏感性,新理事会成员,到酒店旁边的餐厅包间以吃饭名义继续进行讨论,以及选举下一任轮值主席等工作。

11,上午1120左右,现场新一届理事会成员、2013届秘书长王立新、苗玉龙等部分监事会成员,以及部分普通成员组织在餐厅包间里聚齐。由王龙、王立新主持了轮值主席的选举工作。联席会议资助方特派观察员香港中文大学王泳老师列席并见证了轮值主席选举过程。

12,上午1200,讨论工作结束后,大家在包间内用餐。共有20个人一起用餐,其他自行吃过午饭的成员,也赶过来和大家汇合交流。

13,中午1230,为了保证新理事会后续工作讨论不受干扰,大家临时决定下午外出选择一个安静的咖啡厅继续讨论工作。

14,下午1300多,2013届秘书长王立新,被警方要求离开酒店,送上回天津火车。

15,下午1400,新理事会成员在咖啡厅继续工作讨论。会议中讨论了,新一届秘书长的产生办法,理事会下一步工作,新老秘书处交接等问题,并进行了决议。然后,会议根据章程赋予的权利,进行秘书长选举。

15,下午17:00,理事会分别电话给秘书处竞选人冯松、何胜男致电,让他们赶到理事会会议现场,进行秘书长选举答辩。

16,下午17:25分再次给冯松发短信,告知是否参加竞选。30分钟后收到冯松回复,理事会视为其放弃秘书长竞选。

17,下午1750,何胜楠到会,现场做了竞选陈述,以及接受理事会各种问题的质询。最后理事会成员进行了秘书长人选的投票表决。

 

(三)1229日理事会工作交流会

当日上午,理事会成员在汉街一个安静的会场,进行了理事会后续工作的具体交流。王泳老师与会为理事会做了具体工作的培训。

对全球基金等那些别人组织的选举,几乎是锱铢必较。到了自己组织的选举,就随便一个借口把人家打发了,甚至都懒的解释。这是什么做法?

我自己是很真诚地把丑话说在前头的,谁都可以不听,但公道自在人心。我不说,别人心里也照样会对程序有抱怨。我说出来,是让想蒙混过关的人知道,别以为这事就这样过去了。

最初提起此事的那位监事是谁来着?抱歉,我不认识。至于他的候选资格等问题,我一点都不了解。但是,把一个原本应该光明正大举行的选举,弄得跟偷鸡摸狗一样见不得人,还让别人说不得,都什么心态啊?能比共产党好点吗?

把一个候选人忽略了,把好几个选举人忽略了,的确看着依然还是民主的。但假如被漏的不是冯松,而是已经当选的某个人,这个人现在还会是这个态度吗?这种民主,是你们自己安慰自己还是自己欺骗自己?

更何况,监事会还在有效期内,新监事会还没宣布上任,秘书长就可以无视监事会?真想造反,你也得先修改章程吧?

公平的程序未必会产生公平的结果,但不公平的程序肯定不会产生公平的结果。程序正义任何时候都比实体正义重要。

如果王龙觉得留我在邮件组是对我有恩,那对不起,我受不起你这么大的恩。好好回应你一句话,却换来这种皇恩浩荡的口气,我在皇帝面前还是回避吧!

Bureau of Democracy, Human Rights and Labor Request for Statements of Interest: The Global Equality Fund: Programs to Protect the Human Rights of Lesbian, Gay, Bisexual, and Transgender (LGBT) Persons

SUMMARY

The Global Equality Fund, managed by the Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Statements of Interest (SOIs) from civil society to protect the human rights of LGBT people. Launched in December 2011, the Global Equality Fund aims to support the work of civil society organizations working to protect and advance the human rights of LGBT persons globally. Partners of the Global Equality Fund include the governments of Denmark, Finland, France, Germany, Iceland, the Netherlands, Norway, and Sweden as well as the Arcus Foundation, the John D. Evans Foundation, LLH: the Norwegian LGBT Organization, the M∙A∙C AIDS Fund, Deloitte, and USAID.

This solicitation is the first step in a two-part process. After reviewing SOIs, selected organizations will be invited to expand their ideas into full proposals at a later date. The intention of requesting SOIs first is to provide organizations with time to focus on submitting creative and new ideas to address human rights challenges facing LGBT persons and their advocates.

The Global Equality Fund is part of DRL's broader initiative to support at-risk and vulnerable populations, including women, people with disabilities, racial and ethnic minorities, and religious minorities.

PLEASE NOTE: DRL strongly urges applicants to immediately access www.grants.gov or www.grantsolutions.gov in order to obtain a username and password. It may take up to a week to register with grants.gov. Please see the section entitled, "DEADLINE AND SUBMISSION INSTRUCTIONS" below for specific instructions.

REQUESTED STATEMENT OF INTEREST PROGRAM OBJECTIVES

The Global Equality Fund seeks to support programming ideas that will have a direct and lasting impact by promoting reforms and structural changes that take advantage of changing social and political dynamics.

The Fund invites organizations to submit Statements of Interest (SOIs) outlining program concepts and organizational capacity to manage programs that will protect and advance the human rights of LGBT persons. Statements of interests could focus on areas including, but not limited to:

Strengthening Legal Protection: Objectives may include, but are not limited to, law and/or judicial system reform that enables LGBT persons to exercise their universal human rights; increased legal assistance for LGBT persons; equitable legal gender recognition for transgender persons; and strategic and positive engagement from regional and international human rights mechanisms.

Protection from violence, including sexual violence and hate crime, and combating impunity: Objectives may include, but are not limited to, increased capacity to document violence targeting LGBT persons as well as investigation processes (or lack thereof); increased and proactive engagement from national authorities, including police and other law enforcement agencies, to prevent, mitigate, or respond to violence; increased protection, safety and support for LGBT persons and their advocates at-risk of violence or who have experienced violence; and establishment of or support to broad-based advocacy coalitions. Statements that address the specific needs of transgender persons, lesbians, and others who are particularly marginalized by violence are strongly encouraged.

Organizational Development and Capacity: Objectives may include, but are not limited to, increased capacity of local or regional organizations to develop and implement strategic plans, work plans, budgets, communication strategies, risk assessments, security plans and increased capacity of organizations to mobilize community members and build constituencies.

Combating societal discrimination and negative social attitudes: Objectives may include, but are not limited to, respectful media (new and traditional) reporting to increase awareness of LGBT persons and their human rights; increased acceptance and tolerance of LGBT persons from family members, employers and broader society; and positive action and engagement from faith communities in support of LGBT persons and their human rights.

Other objectives which support the broad goals reflected above may also be considered.

Organizations are welcome to either submit SOIs that include a range of objectives from those listed above or submit SOIs that focus exclusively on one objective area. As appropriate and relevant, SOIs are encouraged to include provisions on how they will develop institutional responses to security incidents and protection of staff and LGBT community members as activities are implemented.

SOIs from all geographic regions are welcome. When assessing the geographic and thematic scope of SOIs, organizations are strongly encouraged to consider where they have demonstrated expertise and existing relationships with local partners. SOIs that take advantage of existing opportunities for change in national contexts or respond to acute human rights violations or human rights backsliding are also encouraged.

Approximately $3 million in funds are available for programs of the Global Equality Fund, pending funding availability. To support direct and indirect costs required for implementation, DRL anticipates making award amounts of $100,000-$500,000.

TECHNICAL REQUIREMENTS

An organization may submit no more than four (4) SOIs of two (2) pages each. SOIs that do not meet the requirements of the announcement may not be considered.

For all application documents, please ensure that:

1) All pages are numbered,

2) All documents are formatted to 8 ½ x 11 paper, and

3) All Microsoft Word documents are single-spaced, 12-point Times New Roman font, and with 1-inch margins.

SOIs must include:

1) Brief description of the organization, including the organization's mission statement and previous work advancing the human rights of LGBT persons. Due to page limitations, a general organizational history is not recommended. Information should clearly demonstrate an institution's record and capacity and may include previous grant management experience, whether funded through private or United States Government resources.

2) Description of how the project supports DRL's policy priorities and how the project is innovative, sustainable, and does not duplicate current efforts.

3) Project description, including project duration and objectives. Outputs and outcomes should also be provided. Outputs and outcomes should clearly link to project objectives and include target benchmarks.

4) Brief statement on the methodology to be used in the project evaluation.

5) An estimated budget figure. The budget should include intended Primarily Headquarters-Based Costs, Primarily-Field Based Costs, Indirect Costs, and Cost-Share. Please note that while a detailed budget is not requested at this time, organizations invited to submit full proposals must not exceed the estimated SOI budget figure.

All organizations must be registered on either www.grants.gov or www.grantsolutions.gov. Organizations that currently do not have a DUNS number or active CCR registration can still register on grantsolutions by:

1. On the grantsolutions homepage, click on "Login to GrantSolutions" on the upper right of the screen

2. On the login page, click "Register" under "First Time Users"

3. On the next page, click on "Continue the GrantSolutions registration process without a DUNS number".

All organization should be aware that if invited to submit a full proposal, all organizations must have an active DUNS and CCR registration. All organizations are strongly encouraged to begin this process of obtaining a DUNS number and an active CCR registration.

Organizations must also fill out and submit SF-424 and SF-424B forms as directed on www.grants.gov or www.grantsolutions.gov.

APPLICANT/ORGANIZATION CRITERIA

Organizations submitting SOIs must meet the following criteria:

* Be a non-profit organization or an international organization; or

* Be a university or research institution; or

*Be a for-profit organization or business, although there are restrictions on payment of fees and/or profits to the prime recipient under grants and cooperative agreements.

* Have demonstrated experience administering successful projects, preferably targeting the requested country and/or region, or a similarly challenging program environment. DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal grant awards. These applicants may be subject to limited funding on a pilot basis.

* Have existing, or the capacity to develop, active partnerships with in-country entities and relevant stakeholders including industry and non-governmental organizations.

* Organizations may form consortia and submit a combined SOI. However, one organization should be designated as the lead applicant.

REVIEW PROCESS

DRL and Partners of the Global Equality Fund will review all SOIs for eligibility. Eligible SOIs will be subject to compliance of Federal and Bureau regulations and guidelines and may also be reviewed by the Office of the Legal Adviser or by other Department elements. Final technical authority for assistance awards resides with the Department's Grants Division.

DRL and Partners of the Global Equality Fund will solicit for full proposals based on an evaluation of how the SOI meets the solicitation review criteria. A State Department Review Committee will evaluate proposals submitted under this request. Applicants should be aware that Partners of the Global Equality Fund, which include USAID, like-minded governments and foundations listed above, may participate in the proposal review process. Standard review criteria include:

1) Quality of Program Idea

SOIs should be responsive to the solicitation and appropriate in the country/regional context, and should exhibit originality, substance, precision, and relevance to the Bureau's mission of promoting human rights and democracy. The bureau prioritizes innovative, stand-alone programs. In countries where similar activities are already taking place, an explanation should be provided as to how new activities will not duplicate or merely add to existing activities.

2) Program Planning/Ability to Achieve Objectives

A strong SOI will include a clear articulation of how the proposed program activities contribute to the overall program objectives and demonstrate substantive undertakings and the logistical capacity of the organization. Objectives should be ambitious, yet measurable and achievable. SOIs should address how the program will engage relevant stakeholders and should demonstrate an institutional record of successful democracy and human rights programs within the context of the proposed program.

3) Multiplier Effect/Sustainability

SOIs should clearly delineate how elements of the program will have a multiplier effect and be sustainable beyond the life of the grant. A good multiplier effect will have an impact beyond the direct beneficiaries of the grant (e.g. participants trained under a grant go on to train other people, workshop participants use skills from a workshop to address local concerns that are relevant to a wider national audience). A strong sustainability plan may include demonstrating continuing impact beyond the life of a project or garnering other donor support after DRL funding ceases.

Applicants must submit SOIs using wwwgrants.gov or www.grantsolutions.gov by 11:30 p.m. Eastern Standard Time (EST) on Friday, January 10, 2014. DRL will not accept SOIs submitted via email, the U.S. postal system, FedEx, UPS and similar delivery companies, or courier. Faxed documents will not be accepted at any time.

No exceptions will be made for organizations that have not completed the necessary steps to post applications on www.grants.gov or www.grantsolutions.gov.
