大家好！
为了落实全球基金理事会2012-2016年战略规划中人权保护方面的目标，全球基金正在建立一个全球性的人权参考组（Global Fund Human Rights Reference Group），旨在为全球基金秘书处解决人权与艾滋病、肺结核、疟疾相关问题的指导和帮助。参考组的5-8位成员将来自于健康与人权领域的专家，包括人权法律学者以及人权项目实施机构代表，希望参考组的构成结构能够反映不同工作经验、文化背景和思维方式，同时希望尽量招收来自于感染者、妇女、MSM、吸毒者、性工作者、少数民族等受影响人群。
如果您对于参考组的工作感兴趣，并希望申请加入参考组，请将您的自我介绍、个人简历及2名推荐人的联系方式于3月1日之前发送至gfhumanrights@gmail.com。因为它属于荣誉称号，所以参考组的成员没有工资，但可以报销参加相关会议的交通和生活费。我们估计每月的工作量在10-15小时左右。
麻烦大家帮我转发给感兴趣参加的朋友，希望中国能够有一个社区代表参与到参考组！

ABOUT THE GLOBAL FUND HUMAN RIGHTS REFERENCE GROUP
As part of fulfilling the Global Fund Board of Directors Strategy 2012-16 objective to protect and promote human rights, the Human Rights Reference Group will advise the Secretariat of the Global Fund on all matters relating to human rights and HIV, TB and malaria.

The membership of the Reference Group brings together people from the health and human rights community: including people with professional expertise on human rights law and human rights mechanisms, and people with experience implementing human rights programmes at the regional or country levels.

The Board� Strategic Objective 04 on human rights includes these strategic
actions:
1.����?Integrating human rights into the grants cycle;
2.���� Increasing investments in programs that address human rights-related
barriers to health; and
3.���� Ensuring that the Global Fund does not support programs that infringe
human rights.

The principle objectives of the Reference Group for the period of 2013-16 are:
1.����?To provide the Global Fund with ongoing and practical advice on how to
operationalize this strategy,
2.���� To keep the Global Fund abreast of emerging human rights developments
that affect the response to the three diseases, and
3.���� Through task forces, to gather input from health and human rights
experts in order to ensure that the strategic actions above are fully implemented.

Membership comprises 5 to 8 experts on HIV, TB, malaria and human rights from diverse fields, backgrounds and approaches. Decisions regarding membership will take into account expertise, gender balance, geographical representation, and nature of professional experience.

While it may not be possible to include representatives of all communities, decisions regarding membership will also take into account the need for expertise and advice from people living with HIV, TB and malaria; as well as from women� organizations, networks of sex workers, people who inject drugs (PWID), men who have sex with men (MSM), migrant and refugee populations, internally displaced persons (IDPs), people with disabilities, indigenous people, and ethnic minorities. The Reference Group will strive to have at least one member in common with the UNAIDS HIV/AIDS and Human Rights Reference Group. All members participate in their personal capacity and do not represent the organizations or networks with which they are affiliated.

Members of the Reference Group serve on an honorary basis and are not compensated for their participation while performing the standard functions of such membership. Travel costs and per diem associated with meetings of the Reference Group will be provided. Estimated time commitment: 10-15 hours per month.

To apply: Please send a one-to-two page cover letter summarizing your qualifications, plus a one-to-two page resume, and the names and contact details for two references to:? gfhumanrights@gmail.com. Deadline for applications is March 1, 2013, and the first teleconference will probably take place the week of March 11, 2013.
