女权主义者是抓不完的:面具女生谈话

【女权五姐妹被拘留后,她们的朋友从未停止在社交媒体上的声援,"面具行动"是其中之一。; 参与者带着面具出现在城市街头,各种日常生活场景中。她们逐天发布这些照片象征与看守所中的朋友分享自由。以下是参与者对亚洲协会的一则匿名谈话】




问:你们的背景?

答:出于安全原因我不想介绍我们的具体身份,我只想说,我们都是女权主义者,长期关注妇女的权利。我们的人生背景各不相同,有人是学生,有人已经工作了,我们来自不同地方。我们通过在社交媒体上关注女权主义而相互结识。

问:你们为什么要拍摄这些照片?

答:我们要显示我们的团结立场:对女权倡导者的抓捕没有任何合法理由。她们为促进妇女权利做了很多事情,她们只想让国家更好更平等。现在她们已经失去自由一个月。我们希望通过这个活动显示我们的关切,也让更多人关切她们。我们想让五姐妹知道,很多人和她们在一起,支持她们。而且我们要说,女权主义者是抓不完的。

问:你们为什么要戴她们的面具?

答:我们选择一些很日常的场所做背景,比如小餐馆,公园,菜市场,商场。假装她们仍然自由如常地生活。我们也出现在厕所,因为她们曾发起过"占领男厕所"。拍照片的时候,有人惊讶地看来看去,不过我们没有遇到过麻烦。

问:被抓的人所做的事情和你们现在正在做的差不多,你不怕和她们一样遭遇吗?

答:我们很注意安全,不披露真实的个人信息,但我们没做任何不合法的事情,所以我们不怕。

问:你觉得这次抓捕会怎样影响中国的女权行动派?

答:这次抓捕显示中国政府想打压女权主义,女权行动的空间会缩小,但虽然空间受限,我们还会继续努力推动变化。绝大多数知道这件事情的人都支持她们,政府的镇压激怒了很多人。高压当然会导致恐惧,但也提醒,我们因此更有必要斗争。

        今年3月6日、7日,北京、广州、杭州、云南等地多名女权公益人士被警方带走。随后,郑楚然(大兔)、韦婷婷、李婷婷(麦子)、武嵘嵘、王曼五人被拘留至今。在今年"三·八"妇女节前夕,她们本计划开展一个"制止性骚扰,安全你我她"的活动,准备将抵制性骚扰的标贴贴到公共交通工具上。

世界名剧《阴道独白》作者呼吁为女权五姐妹到中国使馆抗议

 

    著名女权话剧《阴道独白》的作者伊芙·恩斯勒(Eve Ensler)一直都在关注中国女权五姐妹被北京警方拘留事件。在拘留满一月之际,43日,她所发起的全球女权行动网络"十亿人起来"(One Billion Rising)再次发表强力声明,谴责对妇女人权捍卫者的迫害,并呼吁到世界各地的中国使馆前抗议。

   《阴道独白》1996年由作者伊芙·恩斯勒本人首演于纽约外百老汇,获1997年奥比奖最佳剧本奖。该剧至今至少已被翻译成50种语言,在140个国家上演过。

"十亿人起来"的全球行动者继续要求释放中国女权姐妹:李婷婷,郑楚然,韦婷婷,王曼和武嵘嵘。她们因为开展反对对妇女和女童的暴力的教育和意识提升而被拘。

现在,她们仍在刑事拘留中。在中国刑拘的最长期限是30天。在此期间,警察和安全部门的人轮番审讯,询问她们以往做过哪些活动,计划做什么,目的是收集证据,为正式批捕和起诉做准备。

据律师说,拘留本身就不符合法律程序的正规。拘留的理由是"寻衅滋事",然而她们的计划甚至都没有真正实施,而且,她们以往的其他活动也没有触犯任何法律规定。这五名女生都为草根NGO工作,其中一个NGO被当成了主要的打击目标,其办公室在325日被破门搜查,资料被抄走——这又是发生在半夜。

 

总的来说这些女生目前个人状况还好,虽然我们缺乏信息。警察正在全国各地骚扰曾经参加活动的志愿者,强迫她们为不存在的"犯罪"做证。一些为她们的姐妹组织工作的重要活动家被迫流离甚至离开中国,她们并不是怕被抓,而是不想为警察对这五人的构陷提供"证据"。

国际声援是有用的。"十亿人起来"的全球行动者继续谴责对五名中国活动家姐妹的拘留,并要求立即释放她们。她们可能在48日以后面对起诉,其程序将仍是不合法和不人道的。

我们呼吁中国维护《北京宣言》和《北京行动纲领》的成果,这两个文件是在北京,在历史性的1995年第四次世界妇女大会上制定的。作为世妇会的主办国,中国有道义履行承诺促进妇女权利,包括妇女的政治权利,妇女的人权,基本的个体自由,在社会与政治领域中的言论自由。坚持世妇会共识是中国无可推卸的义务。所以这是怎样的虚伪:一边声称要促进妇女权利,一边公然打压,非人道和非法地对待李婷婷、郑楚然、韦婷婷、王曼和武嵘嵘。

我们要求她们立即无条件获释。

我们要求中国政府停止对妇女人权捍卫者的残酷镇压。

我们呼吁所有人为这些女性获得公正而发声,到世界各地的使馆前抗议。我们呼吁所有行动者和公民社会成员支持她们获释,持续施压,在各自的本地与本国媒体上揭露中国政府镇压的真相,曝光他们的虚伪和野蛮,他们对国际和国内的人权共识毫无尊重可言。

UPDATE: GLOBAL ACTIVISTS DEMAND THE RELEASE OF OUR SISTERS IN CHINA

 

This is an update from an activist sister on the ground:

 

The women are still in criminal detention. In China the maximum duration is thirty days. During this period, police and people from the security department will fetch the detainees for interrogation at intervals, and question them about some specific activities they have planned and organized before. This is for collective evidence, for a formal arrest and prosecution. According to the lawyers, the detention itself is not within due process of the law. The cause for detaining them is "creating disturbances", but they (we) had not even implemented their (our) action plans before the detention. And all the similar activities we had done before did not break any single article of Chinese law. All the five girls are full time grassroots NGO staff. One of the organisations they work for is the main target of this crackdown and whose office was broken into and searched, and where all their archives were carried off on March 25th, which again happened at midnight.

 

The girls are basically well personally but we haven't had any more information about Zheng Churan for two weeks now because her lawyer suddenly left China for another case. The new lawyer is coming to take his place. Policemen have continued to disturb the volunteers nationwide who participated in the former activities and are forcing then to give evidence (evidence for no crime). Some important activists working in sister organizations are now going into exile and are leaving China. They are not afraid of being arrested but they don't want to give "evidence" to help police frame the five women. But all the support internationally does help."

 

One Billion Rising activists from all over the world continue to condemn the detaining of our five young activist feminist sisters from China, who now face prosecution no later than April 8th under illegal and inhumane procedures, and are demanding their immediate release.

 

We call on China to uphold the outcomes of the Beijing Declaration and Platform of Action, which was created in China at the historic international conference in 1995. As hosts of the conference, they, beyond all doubt and measure, are ethically mandated to deliver on the promises and commitment to advance women's rights- including women's political and human rights, and the basic liberties of self, social and political expressions. They are ethically bound to adhere to the agreements made at the summit twenty years ago. It is such an expression of hypocrisy to purport to advocate for women's rights when they have exerted repressive, inhumane and illegal measures towards Li Tingting, Zheng Churan, Wei Tingting, Wang Man and Wu Rongrung.

 

We demand their immediate and unconditional release!

 

We demand that the Chinese government stop the brutal political repression of their women's human rights defenders!

 

We call on everyone to make their voices heard for justice for these women, and protest outside the Chinese embassies around the world before, leading up to and on April 8th  the day they are likely to be prosecuted. We ask activists and all members of civil society to demand their release, to keep up the pressure, and to highlight in their local and national media the real situation and expose the Chinese government for being repressive, brutal and hypocritical, and who do not respect human rights and national agreements that bind them to the world as a global nation.

 

We stand in solidarity alongside our sisters in China. We RISE against the political repression they are experiencing and the violation of their human rights. As a global community, we RISE for Justice for them  and we collectively show our indignation at the suppression and curtailment of the rights of women human rights defenders who have committed their lives to ending all forms of violence against women and girls. They are the future of China. We must keep RISING to ensure their futures are not taken away from them.

三年前"占领男厕所"的多位女生近日遭"北京警察"跨省调查

 

各位同事、志愿者、各合作伙伴、各位师友:

 

        在过去两周里,多位曾参加2012年"占领男厕所"活动的女生遭自称"北京警察"的跨省调查。据了解,"北京警察"前往多个城市、通过多种方式寻找这些女生,调查内容是三年前的"占领男厕所"活动,并称该调查的事由是李婷婷等"女权五姐妹"的"寻衅滋事"案。特此通报,并提请注意如下几点:

        一、 鉴于李婷婷等被北京警方抓捕的"女权五姐妹"中多人是2012年"占领男厕所"活动的参与者,上述"北京警察"的跨省调查行为显然是为"女权五姐妹"案收集证据,并非针对这些女生本人。

        二、"女权五姐妹"被抓捕时正在计划"公交车反色狼"普法活动,被北京警方抓捕的理由为"涉嫌寻衅滋事罪",但由于该普法活动尚在计划中,并未付诸实施,所以完全不符合"寻衅滋事罪"的法律要件。如果办案单位为了把一个根本不能成立的案子办成"铁案"而变换所涉罪名、变换调查方向,那无疑就是"先抓人后寻找定罪证据"的违法侦查。

        三、"女生占领男厕所"活动发生于三年前的2012年春,第一次"占领"活动于2012219日在广州上演。在女生们致现场男同胞的一封信中写道: "这次'占领男厕所',一不为财,二不为色。只为帮助广大女同胞解决内急问题。"  排队上厕所,这是女性朋友外出购物、吃饭、游玩时,都曾遭遇过的经历,陪同出行的男士往往也需要在女厕外苦苦等候自己的女伴。特别是遇到节假日,经常是女厕所外排成长龙,隔壁的男厕所空间则往往有空余 。

        女生们的"占领"行动,并非长期留驻男厕,也不是与如厕男士发生冲突,而只是如上述信中所述"暂时'征用'男厕",以帮助现场"内急"的女士。只是一个短时间的行为艺术,不以"扰乱秩序"为目的,现场既未滋生事端、也未造成公共场所秩序混乱。

        而从事后效果来看,通过"占领男厕所"这样的娱乐化行动,还引起了媒体及立法者、为政者对"女厕排长队"问题的关注和重视。当年的全国"两会上",全国人大代表 叶青、屈雅君、赵林中、全国政协委员孙晓梅等分别在全国"两会"上提出了关于解决女性如厕难问题的议案、提案、或建议。仅在2012年,至少就有广州、深圳、昆明、石家庄、南昌、太原等城市的政府部门出台了相关的举措。年底,"占领男厕行动"入选《中国妇女报》"2012年度'性别平等'十大新闻 "

        如果这样一个早有公论的善举,三年之后竟然被警方视为"罪行",那么不排除今后会有更多的民间善举会被警方以"罪行"对待。

        四、我们理解警方对"占领"字眼的紧张和焦虑,早在三年前女生们实施"占领"时,就有警界人士将此"占领"与"占领华尔街"并论,三年过去,事实早已证明此"占领"非彼"占领"。如果警方"闻'占领'而色变"、甚至"凡'占领'必治罪",那将毫无法律基础。

本报讯(记者林霞虹实习生初墨品) "先生,可以稍微等几分钟再进厕所,让女士先用一下男厕所好吗?女厕所那边排的队太长了……"昨日中午11时许,在广州市越秀公园旁的一个免费公厕旁,几名女大学生上演了一场"占领男厕"的行为艺术。她们希望通过这次活动,引起政府和社会对男女厕位不均衡问题的重视,从而消除女性在公共场所如厕排队现象。

 

女厕排长队男厕如空城

 "占领男厕"活动的发起人是女大学生李麦子(化名)。她说,作为一名女性,在公共场所上厕所往往需要排长队,在与朋友聊天时也发现许多女性对此深感无奈。

李麦子认为:"表面上看,现在男女厕所1:1,是男女平等,但男女生理构造不同,如厕所花时间不一样,实际是不平等。"

李麦子说,考虑到女性排队如厕已司空见惯,为了唤醒人们麻木的神经,引起社会和政府重视,她和朋友才决定搞这场"占领男厕"的行为艺术。

昨日中午11时许,李麦子和几名女大学生一起带着"道具"来到了越秀公园旁的免费公厕。此时,女厕旁已经排起了长龙,而男厕门口却没有一个排队的人。李麦子的朋友举起了两个自制纸牌,一个上书"关爱女性从方便开始",另一个则写着"女人更方便,性别更平等"。

 "先生,可以稍微等几分钟再进厕所,让女士先用一下男厕所好吗?女厕所那边排的队太长了……有人已经快憋不住了……"她们走到准备进男厕的男士面前说了这番话。有的男士摸不着头脑,

女大学生们还向市民派发了《致男同胞的一封信》。她们在信中呼吁:通过立法来增加公厕中女厕位数,比例至少应该达到1:2。

 

常等如厕妻男士也赞增女厕

一位刚刚从男厕上完厕所的黄小姐说,她和男朋友出去玩,男朋友上厕所1分钟就出来了,但是她至少得花十来分钟。

来自广东外语外贸大学的王同学说,广外男女生悬殊,但厕所设置还是1:1,导致很多男厕空闲,女厕人满为患。她建议借鉴香港、台湾等地做法,提高女厕比例。

在外等候的吴先生表示理解。他说,自己跟妻子去逛商场上厕所时,妻子常常要排很久的队,他也要等许久。"如果真能提高女厕厕位,那是社会的进步。我觉得,女厕蹲位至少要是男厕的两倍才够。"

据本报去年报道,广州市政协委员韩志鹏提案建议通过地方立法的形式规定新建、改建的厕所,增加女厕的建筑面积和厕位数量,明确规定女性厕位为男性厕位的1.5倍。

针对韩志鹏的提案,2011年3月份,市城管委专门制定了《关于提高公厕女性厕位比例实施意见》,提出对今后广州市公共场所新建、改建、扩建公厕工程,男、女厕位比例不低于1:1.5的要求。广州市城管委还将通过立法,制定《广州市公共厕所管理办法》,在《办法》中明确规定,将男、女厕位比例1:1.5作为强制性执行条款。

 

专家:满足女性内在需求

中山大学性别教育论坛负责人柯倩婷副教授也大力支持增加女厕,女性排队上厕所,不仅浪费时间,还会引起处在生理期的女性身体上的不适。

柯倩婷说,"女厕排起了长队,这样对城市文明有影响。增加女厕比例,是一项内外兼修的工程,既满足女性内在需求,也给城市文明加分。"

柯倩婷指出,目前国内增加女厕比例还停留在讨论阶段,远远没有进入法律法规的政策阶段。

 

无性别厕所是否可行?

现场有人提议,可以增加无性别厕所,男女公用,避免浪费。对此,来自广商的一位男同学表示,他认为在公共场所设立无性别厕所还是有不便之处,容易引人偷窥,滋生犯罪。

针对无性别厕所,柯倩婷也发表了自己的看法。她认为,无性别厕所可以用于以下几种情况:一是针对带孩子的人群,有需要帮助的孕妇和老人等;二是比较中性化的人群,因为外形的原因让他们去哪边都会不太方便;三是跨性别的群体,例如异装癖、变性者等;四是用于任一性别的厕所需要排队时作调节用。

【China AIDS:8208】 Many More Women Face police's investigation for the five detained case

Multiple Women from "Occupying Men's Room" 3 years Ago Face Cross-provincial Investigation by "Beijing Police"

 

Dear colleagues, volunteers, partner organizations and friends:       

 

            In the past two weeks, multiple women who participated in "Occupying Men's Room" Campaign in 2012 are facing cross-provincial investigations by men claimed to be the "Beijing Police." According to witnesses, "Beijing Police" went to multiple cities and looked for these women through various ways. The focus of their investigation is the "Occupying Men's Room" campaign three years ago. Moreover, the police claimed that the reason for investigation is  'picking quarrels and provoking troubles' case of the Feminist Five[1]. We are here to inform the news, and point out the following:

 

  1. Since many of 'The Feminists Five' detained by the Beijing Police were participants of the "Occupying Men's Room" campaign in 2012, the cross-provincial investigation campaign by "Beijing Police" was obviously a way to collect 'evidence' from the Feminist Five, rather than an action directed towards the individual women under investigation.

 

            2. When caught, the Feminists Five were planning on an legal-awareness-raising campaign to raise awareness on anti-sexual-harassment. They were detained under the charge of 'picking quarrels and provoking troubles.' However, because this awareness raising campaign was still in preparation and had not been carried out yet, the campaign does not constitute actual 'picking quarrels and provoking troubles'. If the so-called "Beijing Police" has to change the name of the charge or directions of investigation in order to turn an impossible case to an 'ironclad case,' then it is without doubt that the "Beijing Police" was arresting the "criminals" before fabricating evidence out of thin air, which constitutes an illegal investigation method.

 

            3."Women Occupying Men's Room" took place three years ago in the spring of 2012. The first "Occupying Men's Room" even took place in Guangzhou on Feb. 19th 2012. In a letter to men, women volunteers wrote: "In this 'Occupying Men's Room,' we demand neither money nor sex. We only want to solve the problem [of having to wait in long lines, which] almost every woman faces." Waiting in long lines for the women's room is an experience every woman faces whenever she goes out shopping, eating, or travelling. Men usually need to wait outside the women's room for their female friends as well. During holidays, it is always the case that there is a long line in front of the women's room, while the men's room is empty.

 

            The "occupying" women did not intend to stay long in the men's room, nor did they intend to confront the men in the toilet. Rather, they intended to use the 'men's room' 'temporarily' to help the women who desperately needed to use the toilet. The campaign was a short performance art. It did not intend to "disturb the public order," and nor was there any conflicts or disturbance of public order.

       

            Judging from the aftermath, an entertaining and creative action like "Occupying Men's Room" attracted the attention of the media, legislative force, and the government on the issues of "Long lines before women's room." During the National People's Congress and Chinese People's Political Consultative Conference in 2012, the government of Guangzhou, Shenzhen, Kunming, Shijiazhuang, Nanchang, Taiyuan introduced relevant policies. At the end of 2012, "Occupying Men's Room" was mentioned as one of the "2012 Top Ten Gender Equality News" by CN Women.

 

            If a widely recognized beneficial action like this would be regarded as "criminal action" three years later, then we could only sadly predict that more beneficial actions are in danger of being mistaken as "criminal actions."

 

            4. We understand the police's nervousness and worries in the face of the word "occupy." Three years ago when women were "occupying," some police already equated this "occupying" to "occupying Wall Street." Three years after, it is already widely acknowledged that this "occupying" (of men's room) is different from that "occupying" (Wall Street). If the police 'changes colors at every sound of occupying' – even goes so far as to arrest anyone who participates in the occupying, then the action of the police would have no law as its base.

Anti-Discrimination NGO Beijing Yirenping Center searched by "policemen" while advocating for the release of five feminist activists

Dear colleagues, volunteers, partner organizations, and friends:      

As confirmed by multiple witnesses, the office of Beijing Yirenping Center, an anti-discrimination NGO, located at Zhongsheng Office Building, Bei Feng Wo Road, Haidian District, Beijing, was searched by approximately 20 "policemen." Door locks were damaged, and several items were taken away.

According to witnesses, the search took place in early morning, March 24th. According to the entrance guard of the Zhongsheng Building, a group of men in police uniform, claiming to be from "City Police Bureau," together with an already seized employee of Yirenping entered Yirenping's office (note: this individual has since been released). The entrance guard did not know which police precinct these "policemen" were from. After calling a local police precinct, we still did not gain any information about the affiliation of these "policemen." The search lasted four to five hours, and the "police" took financial documents and computers away from the office.

Yirenping is a non-profit organization dedicated to promoting social justice and public health. It was founded on December 2006 with a mission to advocate for legal justice, eliminate discrimination, and promote equality. Since its establishment, Yirenping has helped individuals, including Hepatitis B Virus (HBV) carriers, HIV carriers, women, and the persons with disabilities bring anti-discrimination lawsuits against private and public employers and educational institutions.

In 2010, Yirenping initiated a program on the rights of persons with disabilities, and started to work with other organizations to expose  discrimination against people with disabilities in the civil service.

In 2012, Yirenping initiated a program on gender equality. It was through this opportunity that we got in touch with a lot of outstanding feminists. In  2012 alone, they started a series of performance art actions, including "Bloody Brides," "Occupy Men's Bathroom," "Mulan in Job Fair," "Anti-Li Yang, the Domestic Violence Perpetrator," "Bald Girls for Education Equality," and so on. These feminist actions were supported and praised by the society. "Gender Equality for College Entrance Exam" and "Occupy Men's Bathroom" were included by the China Women Newspaper among the "Top 10 News Stories on Gender Equality in 2012." From that time on, Yirenping began encouraging these young women's rights activists to establish their own structures and engage in actions independently.

On the eve of International Women's Day 2015, five of the young feminists were criminally detained on suspicion of "picking quarrels and provoking troubles" in connection with planning an action against sexual harassment in public transportation. One of them is a colleague in our program on sexuality and diversity. Both we and other concerned people in China and abroad are shocked by this incident, and have called for their release through information dissemination, speeches, performance art actions, interviews, and so on.

 

Beijing Yirenping Center believes:

1. In China, there still exist severe gender discriminations and other phenomena that harm women's rights. What the five feminist activists have done were intended to promote women's rights. Therefore, Chinese government should encourage and support, rather than punish, the five.

2. The Chinese government should pay attention to the domestic and international statements calling for the release of the five feminist activists, rather than suppress and censor them.

3. Over the years, Yirenping's work has benefited the nation and the people. The Chinese government should support and encourage our work, rather than smear our organization in various ways, and even use agencies of force to fabricate evidence and trump up charges.

We emphasize that an organization like Yirenping Center has been working within the legal framework. However, under the current social structure, our legal activism such as lawsuits and legislative participation might have displeased many special interest groups, such as unprincipled companies, corrupt government officials, and stability maintenance departments. In summer 2009, a suspended government official from the Beijing Cultural Department came to Yirenping's office to conduct a "law-enforcement inspection." We filed a complaint with the procuratorate, and forestalled the "law-enforcement inspection." The government should step up its prevention of retaliatory attacks by such interest groups that use their public power for private gain. 

We will further seek confirmation of the affiliation of the searchers, investigate the legal aspects of this action, and initiate legal procedures such as filing complaints and charges regarding this incident.

Beijing Yirenping Center is a non-profit organization dedicated to promoting social justice and civil rights. It was founded on December 19, 2006 with a mission to eliminate discrimination, and to defend the rights of disadvantaged groups through legal means.

 

High Impact and Strategic Litigation 

Beijing Yirenping Center has assisted plaintiffs in nearly 200 anti-discrimination lawsuits, most of which were high impact and high profile. For example, Yirenping helped victims file the following China's "first-ever cases" against:

Law and Rights Education 

Yirenping has held Hepatitis B group therapy sessions and workshops on mental health talks in ten cities as Beijing, Shanghai, Tianjin, etc. 

Yirenping has also held trainings for Hepatitis B and HIV carriers, persons with disabilities as well as carriers of other diseases on their legal rights and how to combat discrimination. These training have been held in over ten of cities, including Wuhan,  Nanjing, Shenzhen, etc. 

Yirenping performed outreach activities in more than 20 universities across the country. The activities were aimed at increasing public awareness of anti-discrimination laws and disseminating knowledge about public health. 

Yirenping held training sessions and legal seminars for lawyers on the rights and anti-discrimination issues concerning people with mentally illness. 

Since September 2008, Yirenping has provided legal counsel and aid to victims of the Sanlu poison milk powder scandal.

Policy Advocacy 

Yirenping has strongly contributed to the improved rights protection for China's nearly 100 million Hepatitis B virus (HBV) carriers by advocating anti-discrimination legislation..

2007-2011: Yirenping wrote over twenty motions and recommendations for National People's Congress (NPC) deputies and Chinese People's Political Consultative Conference (CPPCC) members, who then submitted them to the annual NPC & CPPCC sessions.. 

March 2007: Yirenping called on NGOs to focus on the non-discrimination articles of the draft of the Employment Promotion Law, which left out Hepatitis B and AIDS discrimination. Yirenping later successfully lobbied the deputies of the NPC to submit proposals to amend the draft and finally got the draft amended. 

October 2010: Yirenping sent a letter to the Ministry of Human Resources and Social Security and The Ministry of Health, advocating for a review and subsequent elimination of current discrimination against HIV carriers in China's civil servant recruitment system.

 Notable Events and Activities 

July 2007: One of the founders of the Beijing Yirenping Center, took part in China's first anti-HBV discrimination protest in Hong Kong, which was widely reported by the press. 

October 2007, Yirenping has hosted the first national representative assembly of HBV carriers. 

May 2008: Yirenping organized a series of activities in a dozen provinces and cities to celebrate the first World Hepatitis Day. The activities included gathering Hepatitis B carriers and flying kites to express good wishes to people living in the areas stricken by the Sichuan earthquake. Also, Beijing Yirenping, representing the Hepatitis B and AIDS communities, submitted an appeal to the state Ministry of Commerce to grant licenses for the production of Lamivudine, a vital medicine in the fight against Hepatitis B and AIDS. The appeal was signed by 1843 citizens around the country. 

June 2008: Yirenping held a press conference in Hong Kong calling for the central government to investigate the blocking of the "In the Hepatitis B Camp" website, which was a renowned Chinese forum that fought against discrimination. 

November 2008: One of the founders of the Beijing Yirenping Center, travelled to Nokia's Finland headquarters to protest a subsidiary of Nokia's discrimination against HBV carriers in the city of Dongguan, China.

【China AIDS:8208】 国际奥委会称:已读到公益机构益仁平被查抄的报道

        反歧视机构北京益仁平中心被查抄事件使得女权五姐妹案件进一步激起各界关注。3月27日,国际奥委会体育总监Christophe Dubi 在评论北京申办2020冬季奥运会一事时公开表示,他已经读到了为中国边缘群体工作的公益机构益仁平被查抄的报道。国际奥委会刚刚于2014年12月要求奥运主办政府签署一份合约,明文列入反歧视条款。


女权五姐妹被抓捕将满一月 海内外抗议声浪高涨

43日,是李婷婷 、王曼、韦婷婷、武嵘嵘、郑楚然等五位青年女权人士被警察带的第28天, 她们在看守所内的待遇仍然堪忧,武嵘嵘身患严重肝病,由于被警方停药长达两周,对其健康损害不得而知。另一位被抓捕者李婷婷(麦子)连日来被高密度提审,甚至一天只能睡两个小时,律师多次要求会见均被拒绝。而韦婷婷的律师王秋实称,其在331日第三次会见韦婷婷时,一直被警察在旁监听监视,严重侵犯了当事人的会见权。

近一个月以来,抓捕事件激起强烈反响,国内和世界各地的民众、妇女团体、公益机构及多国政界纷纷加入声援五位女权人士。

 

    声援五姐妹的公益机构被查抄

324号凌晨,近期一直积极声援女权五姐妹的民间反歧视公益机构"北京益仁平中心"位於北京市海淀区北蜂窝路中盛大厦的办公室遭约20名"警察"搜查,门锁被撬开更换丶财务单据及电脑等物品被抄走。"益仁平中心"工作人员之後向当地派出所查询,也未能获知这些"警察"来自哪个部门。

北京益仁平中心是一家反歧视公益机构,注册于200612月,核心工作内容是推动法治进步、消除歧视、促进平等。曾经成功推动废止了国家和政府的"乙肝歧视"法律和政策,促进我国近一亿乙肝病毒携带者获得平等受教育、平等就业的权利。近年来,北京益仁平中心的工作重点是反对残障歧视和性别歧视。

     网上网下声援活动此起彼伏

自五位女权行动者被警方拘捕后,国内不断有民间的行动者参与声援,要求政府尽快释放她们。

320日上午,武嵘嵘的好友野靖环女士等16人到海淀看守所交涉,要求改变对武嵘嵘的不人道待遇。这些公民后被三辆警车带走,一度被警方羁押。警方的行为使得野靖环等人的交涉行动在社交媒体上得到更广泛的传播,众多纸媒和音像媒体联络采访了野靖环本人。

324日是武嵘嵘儿子四岁的生日,多个国家的网友发起了"我不愿让你一个人——宝宝生日快乐"的"一人一照片"声援活动,拍下写有"让嵘嵘回家陪儿子过生日"、"嵘嵘要看病,宝贝想妈妈,释放女权主义者"等字样的字幅,要求释放被非法拘留的女权活动者。

331日,一封由1121位公民联署的呼吁信寄往了多个部门,呼吁释放五姐妹,同时呼吁北京警方采取措施,制止在公共场合发生的性骚扰行为。联署信分别寄送到全国妇联,北京市公安局海淀分局、北京市海淀区看守所、北京市海淀区人民检察院和北京市人民检察院。信中写道"一群8090后的年轻人,她们用自己的肩膀担负起了推动发展自由与平等社会的责任。然而,这些为性别平等就业权和受教育权、公车反性骚扰等做出卓越贡献的青年女权行动派,如今却被以所谓寻衅滋事而遭受无理的囚禁和审问,无法享有自由和尊严"。

 

    国际女界抗议声四起

女权五姐妹被无理抓捕的事件,也引起了国际社会极大的反响。来自美国、韩国、德国、印度等地的女权组织、行动者和公民社会的成员都纷纷在各地发起声援活动。

316日,话剧《阴道独白》原作者伊芙·恩斯勒(Eve Ensler)和她发起的全球行动网络"十亿人起来"发表公开声明,谴责中国政府于国际妇女节前拘押五名青年行动者,要求无条件释放中国女权姐妹。《阴道独白》于2002年开始引入中国,并发展出回应中国议题的本土阴道戏剧创演运动,感召着全国各地以年轻人为主体的女权意识觉醒。

318日,韩国、美国、德国、印度等地均举行了声援女权行动者的集会活动。

18日上午,韩国公民团体在首尔中国大使馆门前集会要求立即释放五名被拘押的中国女权行动者,40个团体及150名个人联署发表声明书。

在同一天的下午,来自美国、加拿大、巴西、尼泊尔、韩国等国的国际女权行动者也在美国纽约联合国总部外举行抗议集会,强烈要求中国政府释放五名被拘留的女权行动者,并呼吁联合国将释放她们作为与中国合办全球妇女峰会的先决条件。

据悉,在39日,联合国妇地会召开第一天的一般性发言(General debate)中,中国政府代表宣布,将在9月与联合国妇女署共同主办全球妇女峰会以纪念北京第四次世界妇女大会20周年。这一决定令参与妇地会的各国女权人士对于中国政府一边抓捕女权行动者一边声称将推动男女平等表示惊讶和气愤,因而在此次在纽约的集会中公开表示对于中国即将举办的全球妇女峰会的杯葛,并敦促联合国对中国政府施加压力。

    此外,当天还有在德国的女权组织"女性地球"(TERRE DES FEMMES)公开致信中国大使馆,敦促中国政府立即释放5位被拘女性行动者,尊重和维护普遍权利,和平公开活动的公民自由,以及人性的尊严和个人安全。

也是在同一天,印度人权行动者在新德里举行抗议集会,要求中国政府释放因组织反性骚扰活动而被拘留的五名青年行动者。在集会上,抗议者戴着用五名行动者头像做成的面具,写着 "立即释放女权五姐妹"、"印度女权支持中国女权"(Indian feminists support Chinese feminists),"北京加二十不是北京减五"(Beijing+20 not Beijing-5)等中英文标语。参与者也在集会上发表讲演和公开声明,指出对这五名行动者的拘禁是不可接受的。

320日,在全球妇女运动界卓有影响的妇女权利与发展协会(Association of Women's Rights in Development,简称AWID)向其世界各地的5000名个人会员和300个团体会员发出通告邮件,建议通过社交媒体集体呼吁联合国妇女署重新考虑与中国合办全球妇女峰会,除非中国释放五名女权行动者。

321日,香港的多个民间人权团体也组织了抗议活动,从西区警署游行到中央政府驻港机构中联办。游行者高举"女权无罪"、"制止性骚扰,安全你我她"等标语。

323日下午,美国华盛顿的两家女权组织"反对街头性骚扰"和"华盛顿荡妇游行"在中国大使馆门前发起示威抗议活动,声援五名女权人士。

325日,著名的国际性的同志平权倡导平台All Out为中国被拘女权行动者发起联署,请人们联署一封致全球领导人公开信,呼吁这些领导人尽一切努力争取麦子和另四位朋友尽快得到释放,并呼吁中国政府撤销对她们的指控。截止327日,在短短的两天内,已经有6.7万人参与联署,并且联署人数仍在持续增长之中。

 

    多国政界:确保男人和女人免于骚扰和暴力

除了民间的声援活动,美国、英国、加拿大、欧盟等各国政府和国际机构也纷纷发声,敦促中国立即释放五名女权人士。

320日,美国常驻联合国代表萨曼莎·鲍尔大使发表《关于持续扣押中国女权人士的声明》,指出美国继续关切针对五名女权行动者的持续扣押,表示中国政府在世界妇女大会20周年之际拘捕因采取行动帮助终止性骚扰的女权行动者是令人震惊的,并指出美国呼吁中国立即释放这五名女权人士,并与她们一道来帮助确保各地的男人和女人能够免于骚扰和暴力而生活。

323日,欧盟委员会外交事务和安全政策发言人就中国人权捍卫者计划在国际妇女节发起反对性骚扰活动被拘捕发表声明,敦促中国当局立即释放她们。声明称,"联合国正在准备庆祝第四届世界妇女大会召开以及《北京宣言》和《行动纲领》通过二十周年,我们敦促中国政府不要限制人权捍卫者进行促进妇女性权利的活动"。

324日,英国外交部发言人表示,对中国逮捕和羁押五名女权活动者表示"深切关注"。发言人称,"对于这五名女性正当的法律程序遭到拒绝的报道,以及至少一人(武嵘嵘)在羁押期间不能得到适当的医务治疗,我们表示特别关注"。英国政府敦促中国政府释放所有因行使符合中国宪法和其国际人权承诺的言论自由权而被羁押的人员。

加拿大联邦外交国会秘书Deepak Obhrai325日就五名中国女权行动者被拘发表了声明,表示 "十分关切仍在拘留中的五名女性,她们因反对性骚扰的和平活动被拘",并"呼吁中国政府释放这些女性,并和她们以及国际社会合作促进妇女人权。"

美国国务院327日星期五表示,对北京益仁平中心遭搜查感到担忧。美国国务院新闻办公室主任杰夫·拉特克在星期五的例行简报上说:"我们对中国当局突击搜查北京益仁平中心的报道感到担忧。益仁平中心是一个反对歧视艾滋病病毒携带者、肝炎患者和残障人士的非政府组织。他们是中国一个为边缘群体发声的重要公民社会组织。

325日,中国政府首度回应5名女权行动者被拘捕的事件,态度强硬。外交部发言人华春莹在例行记者会上表示,没有任何人有权利要求中国释放她们,中方希望有关人士停止干预中国司法主权。

    37日,北京、广州、杭州等地的5名女权主义行动者被警察带走。其中,广州郑楚然(大兔)、杭州武嵘嵘、北京韦婷婷、李婷婷(麦子)、王曼等五人被羁押在海淀看守所,目前仅李婷婷的代理律师在海淀看守所会见到了李婷婷本人。据悉,事发当天,她们正计划在38日妇女节发起反对公交性骚扰的倡导活动。

 

5名被捕女权行动者状况令人堪忧

37日起,被捕的5名女权行动者家属仍未收到任何法律文书,告知抓捕理由。而在被带到海淀看守所之后,5名女权主义行动者的代理律师要求依法安排会见,却被所方告知会见需要进行审查,审查手续后,会在48小时内安排会见,至今,仅有李婷婷一人被允许律师会见。

5名女权行动者的代理律师希望给被代理人存些生活费,遭所方拒绝,称仅有当事人家属才被允许存钱。因有几人的家属在外地,至今还未能赴看守所送衣物和生活费。女孩们在看守所的状况令人堪忧。

 

海内外相关人员声援被捕女权行动者

现在有来自海内外的各界朋友声援被捕的5名女权行动者。Ta们中有学者、律师、政府官员、人权行动者、工人、LGBT团体、大学生等。呼吁释放5名女权行动者的声音从未停止。

    中国人权律师团对5名女权行动者被羁押发表了联合声明。要求警方立即释放被羁押的女权行动者,并停止对其他女性权益捍卫者的骚扰和威胁。 并责令人们检察院等法律监督机构对警方的违法行为进行监督,纠正违法行为并查处相关负责人。

工人群体联署声援:事件发生后,工人群体发起联合声明:劳工界与妇女界、劳权与女权有诸多交叉重叠之处,女工是劳工的半边天,劳工权利中也包含女工权利,……对警方在国际妇女节前夕抓捕女权行动者的行为表示谴责,并要求立即释放5名女权行动者,并予以国家赔偿。

国外女权者发起全球女权联署,包括:盖尔鲁宾(Gayle Rubin,性与性别政治学家),贺萧(美国加州大学圣克鲁斯分校历史学教授,中国妇女史学家),Judith Lorber(美国著名女权、性别研究学者)等著名学者也签名声援。截止312日,有来自全世界来自中国,日本,巴西,英国,美国,澳大利亚,芬兰,西班牙,瑞典,瑞士,印度等超过30个国家和地区的1521名关注妇女权利和性别平等问题的支持者签名支持被捕的5名女权主义行动者。

此外,中山大学学子也联署声援被捕校友,他们呼吁:"北京警方在'依法治国'的环境下一些严格依照法律程序行事,不羞辱污蔑,不疲劳审讯,不刑讯逼供,准许律师会见,准许就医用药,保障基本人权。不要秘密关押,公开公正审判,让她有自我辩护的权利和机会,由法律来裁决她的行为。"联署甫一发出,就已超过300名中大学子参与联署。(详见照片)

广州十所高校学子联署声援被捕中大毕业生郑楚然及女权公益人,联署页面被阅读30000次(联署页面现已被封)。随后韦婷婷曾就读的武汉大学、李婷婷曾就读的长安大学、及武嵘嵘所就读的中华女子学院学子等也发起联署,声援各自的校友。(详见照片)

312日,欧盟委员会外交事务和安全政策发言人,也就5名女权行动者被捕一事发表声明:在国际妇女节,一些中国妇女权利活动家因希望发起反性骚扰活动而被拘留,这是对她们的和平示威权利的侵犯,"我们希望中国政府尽快释放她们,并立即允许她们与律师和家人联系"。

313日,美国驻联合国大使鲍尔在社交网站"推特"上声援被捕女权行动者:中国当局应当立即释放这些妇女,这些妇女被拘"悲哀的反映","妇女权益亦是人权"。
