【China AIDS:8141】 CAP+《我们的声音》之总第42期辽宁省艾滋病病毒携带者联盟的倡导之路

     中国艾滋病病毒携带者联盟（CAP+）新出了一期《我们的声音》，标题为"立足关怀、建立合作、寻求变的力量——记辽宁省艾滋病病毒携带者联盟的倡导之路"

内容简介

自2006年11月中国艾滋病病毒携带者联盟（以下简称CAP+）成立以来,一直将网络化建设列为核心的工作内容，并不断探索促进网络化建设的方法和策略，由于CAP+成员从最初24个感染者组织成员迅速发展到100多个组织成员，而秘书处人数非常有限，几乎不可能顾及每个成员来提供全面的服务。

在这一背景下，CAP+意识到区域性网络的必要性，自2010年起开始鼓励和支持区域网络的形成与发展，邀请清华大学NGO研究所的专家协同一起协助了华东、西南、辽宁、华北四个区域网络的成立，并在后期协调了相关资金和技术资源，以小额倡导项目为依托来促进各个区域网络的发展，同时也促进各个区域网络在解决当地实际问题上发挥实效性的作用。

在已成立的四个区域网络中，辽宁省艾滋病病毒携带者联盟（以下简称辽宁联盟）是比较特殊的一个，是以辽宁省而非跨省的区域为单位而组成的网络。辽宁联盟成立于2011年9月，由沈阳、大连、鞍山、抚顺、丹东、辽阳、锦州、铁岭等八个地区的感染者组织和其它四个地区的感染者代表联合发起成立。虽然成立才近四年，但相对其他区域网络来说，在网络自身的发展尤其是在政策倡导方面取得了较为突出的成果，依托省内众多的感染者组织，凭借扎实的工作赢得了认可，走出了一条具有自身特色的,寻求改变的合作倡导之路。

本期通讯，我们委托了中国人民大学性社会学研究所的博士研究生，来协助梳理辽宁联盟一路走来的倡导历程，希望对其他网络的发展和倡导工作有所借鉴和启发。在此，也特别感谢辽宁联盟的李鑫和皓仁对本次访谈的积极配合。

China Alliance of People Living with HIV/AIDS(CAP+) published a new issue of "Our Voice", named "The Path of Care, Cooperation and Pursuit of Reforming Power——Record of advocacy efforts of Liaoning Provincial Alliance of People Living with HIV".

Abstract

Since the establishment of China Alliance of People Living with HIV/AIDS (CAP+) in November 2006, the secretariat has prioritized the development of the network, and has enacted effective methods and strategies to reach that aim. However, with the growing number of CAP+ members (from 24 to more than 100), it is hard for the CAP+ secretariat to provide the services and support required by each member group.

CAP+ thus realized the necessity of establishing regional networks. Since 2010, with the cooperation of Tsinghua University NGO Research Center, it has made numerous contributions to encouraging and helping several regional organizations in establishment and development, such as the four regional networks in southeast, southwest, northeast and Liaoning Province. CAP+ not only has given them financial and technical support through small advocacy grants to promote their further development, but also improved their capabilities of functioning practically within local areas.

The Liaoning Provincial Alliance of People Living with HIV (LAP+) is unique among these four regional networks because it focuses on serving just one province instead of several. LAP+ was founded in September 2011, and it consists of people living with HIV (PLHIV) in Shenyang, Dalian, Anshan, Fushun, Dandong, Liaoyang, Jinzhou and Tieling, and the representatives of other four regional networks. Even though, LAP+ is young, by endless efforts in working together with many provincial grassroots, it has accomplished outstanding achievements in policy advocacy (Attachment 1: Advocacy Achievements of LAP+), and finally found its unique path of development characterized by a cooperative method of advocacy regarding political reforms.

This article was completed with the support of Doctor Mr. HOU, who is working on his PhD degree in the Institute of Sexuality and Gender in Renmin University of China, and contributed a lot in this paper by outlining the major steps LAP+ has taken on its way forward.

We would also like to show our special gratitude to LI Xin and HAO Ren (both of them are the initiators of LAP+) for their heartfelt assistance and we do hope this article will enlighten our readers who are interested in advocacy and network development.
