Senior Resident Technical Advisor for HIV/AIDS Monitoring and Evaluation, ICF Macro, Thailand

ICF Macro has an immediate opening for a Senior Resident Technical Advisor based in Bangkok, Thailand, under the MEASURE Evaluation Phase III project. The SRTA will support MEASURE Evaluation's HIV work in the region, through both region-wide and country-specific activities. The position entails working with USAID Regional Development Mission for Asia (RDMA) and its IPs to develop appropriate methods and tools for monitoring most at risk populations (MARPS) in China and the Mekong region. The position will be supported by other US-based MEASURE Evaluation technical staff as necessary to implement MEASURE Evaluation's HIV/AIDS scope of work in the region.

Role/Responsibilities
    • Coordinate regional efforts to strengthen M&E systems for MARPS (most at-risk populations)
    • Work with USAID RDMA in designing and implementing methods to monitor and evaluate its HIV/AIDS program across the region
    • Assist in designing research protocols to assess programmatic effect among MARPS
    • Support use of data from the three-year Coverage Plus Study
    • Prepare reports and make relevant presentations to various audiences
    • Work closely with the US-based MEASURE Evaluation Activity Lead and Senior HIV Staff within the Project
Requirements/Qualifications
    • Master with at least 10 years experience or PhD with 5 years experience in M&E of HIV/AIDS programs
    • Prior HIV/AIDS experience in Asia preferred
    • Experience designing M&E and research protocols with hard to reach populations
    • Demonstrated ability to effectively coordinate with U.S. government agencies, host country institutions, U.S. government implementing partners and international technical organizations
    • Good English writing and communication skills necessary; Thai or other regional language a plus.
    • 25-30% travel within the region required
