Does it mean in xin cai there is no such facility?

Is it a common practice in china?

田喜是新蔡人，被新蔡县政府陷害，被新蔡县公安局拘留，被新蔡县检察院逮捕和提出公诉，新蔡县人民法院审理此案。

 

但田喜被刑事拘留后，被关押在上蔡县的一个专门关押病人的看守所，9月21日的案件审理是借用上蔡县人民法院的法庭，但是新蔡县人民法院的法官来审理的。新蔡县到上蔡县有2个小时路程。你对那里比其他人熟悉的。
